PURPOSE: To remarkably curtail bits of a composite video signal and to encode it by executing advanced discrete Fourier-transformation of the composite video signal by an advanced DFT processing circuit, quantizing it by a scaler circuit, executing its variable length encoding by a variable length encoding circuit, and outputting it through a buffer memory.
CONSTITUTION: A composite NTSC video signal is subjected to advanced discrete Fourier-transformation processing 1, and inputted to a scaler circuit 2. Subsequently, the signal is subjected to scalar quantization. Next, it is inputted to a variable length encoding circuit 3, subjected to variable length encoding to length corresponding to appearance frequency therein, and outputted through a buffer memory 4. That is, a carrier peak point of a chrominance subcarrier appears only in the periphery of (c) in a horizontal space frequency-vertical space frequency characteristic. By encoding such a converted signal by the circuit 2 and the circuit 3, bits can be curtailed remarkably with respect to the composite NTSC video signal.
