TS for television broadcasting is separated into TS packets for the television broadcasting and null packets in a packet filter part 131 and only the TS packets for the television broadcasting are held in buffers 1341-134n. The TS for data broadcasting is separated into the TS packets for the data broadcasting, DII section packets and event message section packets in the packet filter part 133 and held in the buffers 1361-136p separately for the respective packets. In a multiplex processing part 139, the TS packets for the television broadcasting are successively read from the buffers 1341-134n at a transmission rate of the TS for the television broadcasting and the TS packets for the data broadcasting are read from the buffers 1361-136p in a descending order of priority in a period to insert the null packet.
