An encoder decides the number B of redundant bits so that the error correction ability of N bits is given by using the continuous generation number N of errors at every noise period of periodic noise generated in a transmission line and it encodes a block whose block length is decided to be larger than R and is smaller than R×T by using the noise period T of periodic noise and prescribed transmission rate R. In equipment, data is inputted by using a data terminal 11 and BCH encoding is executed by the encoder 12. Data encoded by a modulator 13 is modulated and it is transmitted to a lamp line 15. Transmission data is demodulated/received in a demodulator 17 and a decoder 18 executes BCH decoding. A data output terminal 19 outputs data.
