SOLUTION: When an image providing determined services is transmitted, a digital signal obtained by applying band-compression coding to a video signal is subjected to first-encryption processing and then the digital signal is subjected to further encryption processing and transmitted. Therefore double security can be added to the video signal, and a digital signal transmitting method of more firmly ensured security can be realized.
