An electronic declaration system 11 on a countinghouse side attaches declaration data and the like requiring the electronic signature from the signer to an electronic mail to transmit it, and an electronic declaration system 10 on a taxpayer side receives the transmitted electronic mail and performs electronic signature processing of the signer on the declaration data attached to the electronic mail. The electronic declaration system 10 on the taxpayer side attaches information about the progress of the electronic signature processing to an electronic mail to transmit it, and a signature progress check part 114e in the electronic declaration system 11 on the countinghouse side receives the transmitted electronic mail to acquire information about the progress of the electronic signature processing attached to the electronic mail and outputs information about the progress of the electronic signature of the signer based on the acquired information about the progress of the electronic signature processing.
