A digital television transmission device includes one or a plurality of cameras which photograph one or a plurality of predetermined areas, an encoding means of converting picture(s) photographed by the camera(s) into video data and encoding the video data, a program information generating means of generating program information including information indicative of an emergency alarm and identification information on the encoded camera pictures for emergency broadcasting, a multiplexing means of multiplexing the camera picture data outputted from the encoding means and the program information, and a transmission means of transmitting the data multiplexed by the multiplexing means.
