To reduce the time required until a substantial operation state is attained e.g. in starting up an apparatus.
In a direct steam heating decomposition treatment apparatus 1 equipped with a superheated steam supply means 2 and a treatment vessel 3 for containing an object to be treated and for thermally decomposing the object by directly heating with superheated steam supplied by the superheated steam supply means, a dry auxiliary heating means which is other than the superheated steam supply means and can elevate the inside temperature of the treatment vessel to about the treating temperature is installed. The object is one containing an organic chlorine compound. The treatment vessel has an inlet 30 for supplying the object and an outlet 31 for discharging the treated object. After the outlet, a cooling vessel 4 is installed so as to cool the decomposed object in a steam atmosphere. The dry auxiliary heating means has a fluid pathway 35 formed along the wall surface of the treatment vessel and partitioned from the inside of the treatment vessel, and a hot fluid is caused to flow through the pathway.
