The disaster prevention instrument is designed to assume a near doughnut shape by combining the nearly C-shaped first half member 1 and second half member 2 and has the emergency toilet seat 3 making the first half member 1 and the second half member 2 foldable and a vessel 4 having an opening on the top portion. The emergency toilet seat 3 can be attached to the opening portion of the vessel 4 and can be separated into the half members 1 and 2, and can be folded and stored in the vessel 4 together with other emergency supplies.
