PURPOSE: To set a proper refuge route and guide along it by generating a table of refuge guide rules based on calculated degrees of safety of refuge routes.

CONSTITUTION: When an alarm arises from a certain sensor 6, this alarm data is sent to a local controller 5. This controller 5 processes this alarm data and uses a transmitter-receiver 4 to send the result to a host computer 2. The host computer 2 refers to a data base 3 basing on the sent result to automatically display a refuge guide corresponding to the arrangement place of a local terminal 1 to the local terminal 1 arranged in each place. The degree of safety of each refuge route is calculated with a prescribed calculation formula which is changed by the time elapsed after the alarm of the sensor, and thereby, much importance is given to the capacity of the refuge route in the case of a short time elapsed after the alarm of the sensor and much importance is given to the length of the refuge route in the case of a long time elapsed after it to calculate the degree of safety of the refuge route.
