PROBLEM TO BE SOLVED: To enable to assure an alternative communication line even if a communication line at the usual time becomes impossible to be used at an urgent disaster time, and to enable to transfer disaster prevention information certainly.
SOLUTION: A disaster prevention telecommunication system transfers the disaster prevention information by establishing a connection between the terminal 11 of each organization including a self-governing body or a fire fighting office and the center apparatus 1 of a disaster prevention information center becoming an information shared hub to the terminal 11. The disaster prevention telecommunication system includes at least two or more communication lines 3-1, 3-2 to 3-n, 13, 14 and 15 which can connect as a communication line for performing a communication by establishing the connection between the terminal 11 of each organization and the center apparatus 1. The disaster prevention telecommunication system transfers the information at the normal time by establishing the connection as one specific communication line of the two or more communication lines, and transfers the information by holding the state that the connection is retained established as it is as the alternative communication line of the specific communication line at the emergency disaster time by other communication line except the specific communication line.
