First saw-shaped parts 41m, 41r each comprising protrusions and depressions alternately disposed one after the other in the direction crossing the air flow direction S in the charged section 4 and second saw-shaped parts 41t, 41u each comprising protrusions and depressions alternately disposed one after the other in the air flow direction S in the charged section 4, are disposed on the peripheral edge of the discharge electrode plate 41 for each and every discharge electrode plate 41.
