To improve efficiency of work and reduce a cost by incorporating a spinning work mechanism for forming a reduced diameter part on the end of a work piece and a cutting mechanism for cutting the end of the reduced diameter part into a spinning device.

This discharging device for scraps is provided with a spinning roller 28 for reducing the diameter of the end part of a work piece 55 formed of a metallic pipe, a cutter 32 provided near the spinning roller and for cutting the end of the reduced diameter part having the diameter reduced by the spinning roller 28, a mandrel 38 having the tip to be advanced in and retreated from the reduced diameter part of the work piece, a guide rod 49 slidably arranged in the mandrel 38 and to be projected from the tip of the mandrel 38, and a shake-down means 40 to be locked on the guide rod 49 by the movement of the guide rod and for shaking down scraps 55c.
