A lock-out device 300 includes a mechanical lock device 360 which mechanically locks the rotation of an operation rod 150, and an electric lock device 370 which interrupts power supply to the operation device. The mechanical lock device 360 performs the mechanical lock by engagingly locking a mechanical lock lever 330 with a cutout 350 of a disk 340 mounted to the operation rod 150. The electric lock device 370 releases the electric lock by moving an electric lock lever 310 to press an electric lock switch 320. The electric lock lever 310 cannot press the electric lock switch 320 in a state that the mechanical lock lever 330 is fitted to the cutout 350.
