PURPOSE: To improve convenience in use and expand possible utilities by letting mount member of cover face the side of storage container and form a collar placed inside in the radial direction so that the cross section of spout lies at upper portion of dome of screwed cap of the bottle.

CONSTITUTION: The cover 3 having a liquid exchange hole 6 is held to a collar 4 and placed at the position in front of pouring spout 5, functioning to let the content flow out at an appropriate speed or replace it with incoming washing liquid. Holding of the cover 3 with the collar 4 is realized with an upward fitting projection 4'. The cover 3 can be disposed at the second position of a storage container 1 in addition to this position in front of the pouring spout 5. The storage container 1 is equipped with an upward fitting projection 8' and separates the mount member with the shape of collar 8. The pouring spout is fully open at the place where the cover 3 mounts the collar 8. The collar 4 supports a cap K at a stepped portion 9 with narrowed cross section, and dome D of a screwed cap is completely hidden in the dispensing storage container 1.
