The extruded amt. is placed in a hollow cylindrical member and the pipe is inserted between a guide curving part 5 and a brush 6. The dispensing and supplying device is rotated around the entire circumference of this cylindrical part and, at this time, the brush 6 dispenses a coating agent along the entire circumference. As a result, the coating application of the solvent or the paste agent is made possible.
