When the time span between a prior detection of passing an edge 24 and a subsequent detection by a vehicle speed sensor 14 reaches a predetermined time span or more, it is temporarily determined that a vehicle 1 is in a stop state. Subsequently, when the throttle opening which varies in response to the accelerator pedal operation is zero and the vehicle speed is a predetermined value or below, it is determined that an engine 2 is in an idling state and the vehicle 1 is in the stop state, so that variation of a vehicle velocity displayed on a speed meter 3 is restricted.
