PURPOSE: To retrieve a desired picture or the like efficiently from a recorded moving image by detecting a frame picture picked-up from a display screen of a display device based on an extracted strip pattern and rectangular frame pattern.
CONSTITUTION: A picture input section 10 receives a moving image data and converts the data into a digital frame picture, which is stored in a time series picture storage section 12. When plural pictures are stored in the picture storage section 12, a picture subtraction section 14 extracts a change area in the picture based on the pictures. When a picture obtained by subtraction processing is stored in the time series picture storage section 12, a strip pattern feature extract section 16 extracts a strip pattern long laterally and registers the pattern into a history table. On the other hand, a rectangular frame pattern extract section 18 extracts a rectangular frame pattern from a picture stored in the storage section 12. A characteristic pattern analysis section 20 analyzes whether or not the strip pattern is periodically changed in the rectangular frame pattern. A display pattern detection section 22 detects the frame picture by the analysis result.
