To provide a system capable of supplying to a space station and a satellite and launch a payload which is a consumable item on earth low orbit by a disposable orbital launching vehicle having middle degree of reliability and low cost.

A rocket engine 24 for supplying given pressure as propulsion force directs a combustion product in the direction in which it leaves a launching vehicle and has a nozzle provided with the direction relatively fixed on the launching vehicle. A conduit is provided to the rocket engine to apply an inactive given pressure gas to a pressure tank 34 and remove pressure gas from it, apply fuel to a fuel tank 30 and remove fuel from it, and apply an oxidizing agent to an oxidizing agent tank 32 and remove the oxidizing agent from it.
