The disposable full on garment comprises the following (1), (2), and (3), and its a first and a second belt layers interconnected with a seam panel form a continuous belt 38. (1) is an absorbent core 84 between a chassis layer 40 and a fluid permeable first layer 86. (2) is a pair of barrier layer 88 each including a raised portion 92 not connected to the first layer and provided with an elastic member 94 and a flap member 90 extending out laterally and outward from the raised portion. (3) are the first and the second belt layers 42, 44 connected to the chassis layer, having a center panel each not partially pleated , an elastic and possible side panels 64, 64', and a seam panels 66, 66', disposed on the outer surface of the chassis layer in a front section 26 and a rear section 28, coming across the front section and the rear section from one side of side fringe portions 72, 72' to the other side thereof, continuously extending out in a transverse direction, and extending out from terminal end fringe portions 70, 70' to leg portion fringe portions 71, 71 in a longitudinal direction.
