To utilize waste containing organic materials for manufacturing high quality cement clinker without harmfully affecting the environment and deteriorating the performance of an electrostatic precipitator.

The waste A containing organic materials is pulverized in a wet mill 11 with an addition of a solvent B which gives flowability, and then, this is fed into a kiln inlet 5B of a rotary kiln 5 of a cement calcining plant, a calcining furnace in front of the rotary kiln 5, a cyclone 3a of a preheater 3, etc. to manufacture cement clinker.
