PURPOSE: To protect whereabouts information and use right information by providing a whereabouts management table and a user management table as dictionaries which only a system manager can refer to and update.

CONSTITUTION: A whereabouts management table 4 where a data base as the access request object of an access request of a user 1 to a data base 10 and an address on communication of an external storage device 12 (server) where the data base is held unequivocally correspond to each other and a user management table 5 where a user name, an address on communication of the external storage device 12 where the data base as the access request object is held, and a user name in the external storage device 12 for the user name unequivocally correspond to one another are provided. When the data base 10 is accessed, it is accessed with not the user name but the system manager name, and requested data is taken out and transmitted without informing the user 1 of the place where the data base exists. Thus, whereabouts information and use right information are protected.
