A relay apparatus 7 analyzes a message M and detects a service identifier M11, that is message content identification information identifying message contents. The relay apparatus 7 stores route complement rules that associates the service identifier M11 with route complementing information. The relay apparatus 7 complements route information of the message M with route complementary information, associated with the service identifier M11 detected from the message M. Furthermore, the relay apparatus 7 complements service information M12 that is the message contents of the message M, based on the content complementing rules associating the service identifier M12 and content complementing information with each other. By changing the route complementing rules and the content complementing rules of the repeating apparatus 7, the transmission destination or message contents of the message M can also be changed.
