Traffic information between a base station and a terminal is used (812). When the traffic is small, SISO communication or SIMO communication is performed, and on the other hand, when the traffic is large, whether or not MIMO communication should be performed is determined (813). Information on a radio propagation channel between a distribution antenna of the base station and an antenna of the terminal is used for selecting an antenna which can exercise an effect in the MIMO communication. In addition, since antenna selection is changed by performing the MIMO communication, an antenna optimum for the terminal which is performing the SISO communication or the SIMO communication is re-selected in consideration of interference influence to the terminal which is performing the SISO communication or the SIMO communication.
