To provide a system for controlling distribution and use of digital work by using a digital ticket.

Proper right of use and charge are attached to digital work; they are stored in a repository 1; a repository 2 starts a session by the repository 1; the repository 2 requests access to the digital work; the repository 1 checks the right of use corresponding to the digital work, and checks permission of the access to the digital work; when the access is rejected, the repository 1 terminates the session by an error message; when the access is permitted, the repository 1 transfers the digital work to the repository 2. When the digital work is transferred to the repository 2, the repositories 1 and 2 respectively generate request information to a server; and unjust fraud of request processing is prevented by such double request annunciation.
