ID is applied to an important document 50 by an IC tag 51. When the document 50 is charged in the cutter 10, the ID is read by an ID detecting means 13 to be transmitted to a document control server 20. The ID is related to document data in a memory device 23 to acquire the presence of discardable date. When there is no discardable data, a cutter stopping order is transmitted to stop a cutting means 16 and a message of the effect is displayed on a display means 15. When there is discardable data, the document is cut as it is and the discard data related to the ID of the discarded document is transmitted to the document control server 20. By this constitution, later, it can be confirmed that the document to be discarded has been discarded.
