PURPOSE: To enable for visually handicapped people to obtain the information, which is obtained by normal healthy people, at a same time by printing code symbols in multistage and matrix types, which record the contents of sentences, in the margin section of the same page of a publication and reading them.

CONSTITUTION: The contents of the publication are inputted by a sentence input device 1 and are converted into two dimensional code symbols of multistage and matrix types by an encoder 2. The two dimensional code symbols and character information are positioned in accordance with a printing configuration and a printing plate 4, which is used to print the publication by a printer 3, is generated. On the plate 4, the two dimensional code symbols and ordinary characters are integrated, printed and published. Two dimensional code symbols 5 which are printed in terms of multistage and matrix types on the publication are read by a two dimensional code reader 6, inputted to a braille converter 7 and the converted signals are transmitted to a braille printer 9 and outputted as braille characters.
