In an application program start transmission control 41, the storage location of the document which is converted so that the document can be processed by the application program indicated by the operator and information showing how the document is processed are edited and then the operator can create a new document by referring to documents which is generated by other operators. Consequently, the operator need not pay attention to the format conversion of the document and easily performs the processing.
