CONSTITUTION: A first layer 38 being an impermeable inner layer composed of a first fiber reinforced thermosetting resin and the second layer 37 surrounding the first layer 38 and composed of a continuous fiber reinforcing material embedded in a first fragile matrix containing a large number of fine cracks in a peripheral direction and having permeability are formed. Next, the third permeable layer 36 surrounding the second layer 37 and composed of a continuous fiber reinforcing material embedded in a second fragile matrix containing a large number of fine cracks oriented in the longitudinal direction of the second layer so as to be oriented in the longitudinal direction and the fourth impermeable layer 39 surrounding the third layer 36 and composed of a second fiber reinforced thermosetting resin are provided.
