A drain and collecting pipe has an upper strip member 5a and a lower strip member 5b, in which one surface 7 sides are recessed, and joint members 18 connecting mutual end 14 sides along the longitudinal direction 12 of the lower strip member on the members 5a and 5b. The joint members 18 have grooves 23 fixing the end 14 sides of the member 5a and the member 5b on one end 20 sides and the other end 21 sides while having holes 25 among one end 20 sides and the other end 21 sides. The upper strip member 5a and the lower strip member 5b have projections 16 fixed into the grooves 23 of the joint members 18 on the end 14 sides, and one surface 7 sides of the strip members are positioned on the same side and the projections 16 of the strip members and the grooves 23 of the joint members are fixed. The drain and collecting pipes 3 are connected in the direction 12 of the flowing of water, and a drain and collecting facility is formed.
