The device is provided with a bobin 1 on which the welding wire 2 is wound from the inner layer to the outer layer in order with a twist given, and flanges are provided so as to be positioned on the upper and lower sides, and a rotary type drawing out device body 4 provided with a cylindrical portion 5 for passing through the welding wire 2 and the cylindrical portion 5 is fixed to the upper part of the bobin 1 rotatably, and thereby the welding wire 3 is drawn out. The cylindrical portion 5 is arranged on the whole length or a part of the rotary type drawing out device body 4, and the inner diameter thereof is 2.5 times or larger of the wire diameter. In this way, the wire target position becomes fixed without developing the wire vice, and the quality of the welding is enhanced.
