To efficiently perform a series of steps comprising dredge, soil improvement, and reclamation by performing a series of continuous steps comprising dredge, improvement of dredged soil, and reclamation of improved soil by operating a work barge without loss.

In a dredge area A, a sea bottom (water bottom) is dredged by the dredger 2 of the work barge 1, and the dredged soil is reserved in a soil reserving part 3. Then, the work barge 1 is navigated from the dredge area to a reclamation area. While the work barge 1 is navigated from the dredge area A to the reclamation area B, a solidification material and a solidification promoting material are mixed in the soil reserved in the soil reserving part 3 by a mixer 4 for forming a treated soil. When the work barge 1 reaches the reclamation area B, an uncured treated soil in which the dredged soil reserved in the soil reserving part 3 and the solidification material and the solidification promoting material are not yet sufficiently solidified, is discharged by a discharge means 5 for reclamation.
