A setting part 35 sets start-point information generated by sampling a plurality of items of shape information on an edge region of an unused drill and termination-point information generated by sampling a plurality of items of shape information on an edge region of a drill of which the use is to be terminated. A storage part 36 holds the start-point information and the termination-point information set by the setting part 35. A measuring part 34 measures shape information on edge regions in edge images of the imaged drill. A determination part 38 specifies the degree of abrasion of the imaged drill by computations on the basis of the shape information measured by the measuring part 34 and the start-point information and the termination-point information stored in the storage part 36.
