A bias voltage (E1) in the extent of not being enough to rotate an electrical motor is impressed to an input terminal (9) of the motor, and a drive current (E2) is supplied to a moor input terminal (10). A microprocessor (1) receives a start signal, impresses voltage to the gate terminal of a transistor (5), impresses a bias voltage, makes an FET(6) operate by a set period after a specified time, and supplies a drive current pulse to the electrical motor. When drive current pulses are not impressed over a specified time, the transistor (5) is turned off and the impression of the bias voltage is stopped.
