A valve 2 which is to be opened and closed by the rotation of a valve stem 3 is provided in the course of a piping 1, and two systems of branch pipes 5A, 5B are provided from the upstream side to the downstream side of the piping 1 therebetween through the valve 2. A water turbine 4 is provided on halfway between both the branch pipes 5A, 5B so as to be communicated with respective these pipes, a water turbine-like-rotor 7, which is arranged in the water turbine room 4, is arranged to be connected to the valve stem 3, and channel selection valves 6A, 6B are provided on the upstream side of the water turbine room 4 in the branch pipes 5A, 5B.
