The judging device 6 creates data on a pressure change due to time lapse after pressurizing a reference drum can without any leakage to the test pressure, further performs pressurization to the test pressure of a drum can for testing with a pin hole having an allowable size and then creates the data on a pressure change due to time lapse, creates judgment differential pressure data according to the difference of both data, obtains the inspection drum can differential pressure data due to time lapse according to the detection value of the pressure detection device 5 and the pressure change data of the reference drum can due to time lapse after pressurizing the drum can to be inspected to the test pressure, and judges whether the drum can 1 leaks or not according to the inspection drum can differential pressure data and the judgment differential pressure data.
