To generate a large number of foams in small power consumption by a simple structure.
A solution containing a surface-active agent and water which is prepared in a mixing agitating tank is forwarded into a solution tank 21 by a bump. A motor 16 is started, an upper drive roller shaft 10 and a lower drive roller shaft 6 are rotated by driving a chain 18 and a belt-shaped porous body 20 is moved. Since the belt-shaped porous body 20 is impregnated with the solution in the solution tank 21, air prepares foams by the action of the surface-active agent in the solution when air is passed into the holes of the belt-shaped porous body 20 when air is forwarded gradually by an air blower 25 from the rear section of the porous body 20. The foams are ejected continuously in a large quantity from a foam discharge pipe 35.
