A duty control processor 1 uploads display data and a program capable of performing the reading of a duty shift chart, the input of desired duty shift, and the preparation and reading of the shift chart or the like on a WWW server 3 by using a portable terminal 4 to the WWW server 3, and input data such as the desired duty shift inputted by using the portable terminal 4 are downloaded through the WWW server 3 to the duty control processor 1. Also, the punching at the time of attending and leaving office as a time recorder function set at the duty control processor 1 is performed from a telephone set 8 with a caller notifying function set at the dispatch destination through a voice response server 6 by a remote operation.
