PROBLEM TO BE SOLVED: To enhance rewritable number of times when recording is performed many times.
SOLUTION: When DSV absolute values of two streams generated using a plurality of kinds of code expressions provided in order to encode input data words are substantially equal, the plurality of kinds of code expressions are almost randomly selected, and converted into a recording code string. This prevents degradation in especially a management area etc. and the rewritable number of times is enhanced.
