The action electrode 1 has: a transparent conductive substrate 5; a first porous oxide semiconductor layer 6 formed on a face of the transparent conductive substrate 5 on the side of the counter electrode 2, and including first oxide semiconductor particles; a wiring part 8 provided on the face of the transparent conductive substrate 5 on the side of the counter electrode 2, to be spaced apart from the first porous oxide semiconductor layer 6, and surround the first porous oxide semiconductor layer 6; and a second porous oxide semiconductor layer 7 formed in contact with the transparent conductive substrate 5 to cover a gap region between the wiring part 8 and the first porous oxide semiconductor layer 6, and including second oxide semiconductor particles.
