To provide a dynamic access control apparatus that solves the problem that, in access control restricting the number of users obscurely, the costs of distributing authentication information increase in proportion to the number of users.
Evaluation information holding parts 11 and 21 each hold evaluation information assigned to a corresponding node. Session management parts 12 and 22 each hold authentication session information including generated session information and authenticated evaluation information. Authentication parts 13 and 23 each detect alteration of the authentication session information included in authentication response information. Approval updating parts 14 and 24 each update the evaluation information included in the authenticated authentication session information. Approval determination parts 15 and 25 each hold threshold information and an evaluation function, and generate approval result information from the evaluation information, threshold information and evaluation function. External communication parts 16 and 26 each communicate on the basis of node address information about the destination node and node address information about the associated node.
