In this dynamic horizontal loading test device capable of moving the weight horizontally along a rail 11 of suspension type or a ground rail and letting the weight collide against a pile head part to apply vibration, a ratchet 80 is provided on a wheel 70 of a tool for moving with a wheel such as a trolley 14 so as to rotate integrally, a ratchet claw 81 is provided on a wheel frame 72 so as to swing vertically, the wheel 70 is freely rotated in the direction of moving of the weight, reverse rotation of the wheel 70 is prevented after collision of the weight, and return of the weight due to reaction is prevented. A pair of ratchet 80 and ratchet claw 81 are arranged in the reverse direction to prevent reaction in both of left and right directions to allow selective operation.
