PROBLEM TO BE SOLVED: To provide a technology of reducing information amount for describing prediction information of a macro block.SOLUTION: To lower a compression ratio of image coding accompanying magnification/reduction of a block that becomes a coding unit, part of a predicted image that is predicted in a size larger than a macro block size to be coded is used as a predicted image of a macro block to be coded.
