To form a dynamic pressure surface excellent in durability on a bearing member by forming an electrodeposition film which contains lubricating particles, electrodeposition resin taking them in and water-soluble vinyl cross linking resin where the electrodeposition resin is stuck like a mesh, on the surface including a dynamic pressure surface.
A lubricating coating film 32 is formed on the outer peripheral surface including a dynamic pressure surface of a fixed shaft 21 by electrodeposition coating. The electrodeposition coating film 32 contains fluorine-contained electrodeposition resin having an acryl main chain for taking polytetra- fluoroethylene as lubricating particles and water soluble vinyl crosslinking resin containing a vinyl group (CH CH) for sticking the electrodeposition resin like a film. Accordingly, the lubricating electrodeposition coating film 32 formed by the electrodeposition coating forming part can be formed to have very good lubricity because the lubricating particles float on the coating surface in electrodeposition coating so as to improve bearing characteristic.
