To realize a dynamically scalable conference system.
In this system, a bridging system 100 includes a router 105 and plural multi-point servers 110, 120. The router 105 routes a call from each user that requests participation to a specific conference to a specific server and commands the addition of an additional server to increase a capacity of the conference as required. For example, upon the receipt of a request from the user to take part in a conference related to a server A, the router 105 inquires first of the server A about a current spare capacity. When the server A has a surplus capacity, the router 105 routes the user to the server A. Except when the server A cannot contain the user, the router 105 gives a command to the server A to invite an additional server such as a server B to the conference. After taking part in the conference by the server B, the router 105 routes the user to the server B.
