One or a plural number of studs 4, 5 is/are arranged in a pillar beam frame with a main pillar 6 and a beam 7 as main elements in the pillar beam frame constituting a structure of a thermal power plant. In the pillar beam frame, however, no brace as an earthquake resisting member diagonally crossing in a plane of structure exists. Each of the studs 4, 5 is constituted of a steel frame the main body of which is made of ordinary steel as its material and its both end parts are rigidly connected to the upper and lower beams 7. A plural number of the studs 4, 5 are arranged between the main pillars of a large number of the pillar beam frames. The stud 4, a part of a plural number of the studs 4, 5 has a low bearing force member 4a made of an extremely soft steel material built in a part of it.
