CONSTITUTION: A road area is dug down, and a groove-shaped long recessed section is formed, and on its bottom surface, gravels are cast and rolled, and a subgrade 1 is made. On the subgrade 1, a subbase course 2 consisting of a lower subbase course 2b and an upper subbase course 2a is set, and on the upper surface of the subbase course 2, a earthquake response control board consisting of an upper plate 3a, a plate 3b, a plurality of circular column rubbers 4 is set. The upper and lower ends of the circular column rubbers 4 are fitted and fixed on the plates 3a, 3b. Then, on the upper plate 3a, a concrete board 5 is set as a surface course. Besides, into a space between the external ends of the upper plate 3a and the concrete board 5, and the internal wall surface of the recessed section, a sheet-shaped cushion member 6 is inserted and set.
