PURPOSE: To inspect and measure the deterioration of a device easily by a method wherein a heating element for inspection and measurement is entered in s refrigerant liquid previously, the heating element is conducted when inspecting cooling performance, a refrigerant is heat-generated, and the deterioration of the device is grasped by various inspecting and measuring values.

CONSTITUTION: In an ebullition type cooling device, a heating element 7 for inspection and measurement is disposed in a coolant 3 in a sealed vessel 4 together with a body 1 to be cooled. A power source of the heating element 7 is wired to a commercial power source through a bushing 8 for inspection and measurement. When inspecting the cooling performance of the device, the heating element for inspection and measurement is conducted, heat is transmitted to the refrigerant 3, and the device is moved and inspected. Thus, the cooling performance of the boiling cooling device can easily by inspected and measured.
