The edge node is provided with a means for managing and holding network information regarding a mobile node and an access point, a means for judging whether or not a destination of a packet is addressed to the mobile node after the hand over, a means for comparing the packet judged that it is addressed to the mobile node after the hand over with access points before and after the hand over of the mobile node held by a network information management part or link band width of the mobile node, a means for analyzing a high order layer and judging whether the packet is a TCP packet, an RTP packet or other packets when the link band width after the hand over is smaller than that before the hand over, a means for performing discard processing of the packet and a means for performing shaping processing for transmitting the packet with predetermined fixed rate.
