To provide a splicing apparatus and a stream editing apparatus for seamlessly splicing a plurality of encoded streams.

Encoded streams STA, STB in re-encoding ranges are decoded by MPEG decoders 14A, 14B. A splice controller 13 calculates a target amount of bits when performing re-encoding processing in an MPEG encoder 15. The calculated target amount of codes and a quantizer characteristic included in the encoded streams STA, STB are then utilized to set a new quantizer characteristic. The MPEG encoder 15 re-encodes video data based upon the new quantizer characteristic and outputs video data as a re-encoded stream STRE. The splice controller 13 controls a switch 17 so as to switch and output the encoded stream STA, the re-encoded stream STRE and the encoded stream STB.
