PURPOSE: To provide an EDTV decoder capable of obtaining an EDTV decode signal with high picture quality with simple constitution.

CONSTITUTION: A Y/C separation circuit 31 separates the main image part signal of the EDTV signal to a luminance (Y) signal and a chrominance (C) signal. An fsc demodulation/disturbance countermeasure circuit 32 fsc- demodulates a no-picture part signal, and restores a disturbance countermeasure. A frame sum/horizontal extension circuit 33 extracts only the VT signal of a still picture part by taking a frame sum and applying horizontal extension. A VT synthesis circuit 34 synthesizes the VT signal with the Y signal. Scanning line converters 35, 36 perform the scan line-conversion of the Y signal and the C signal, respectively.
